Should I upgrade my entire build or just the GPU?

My current build is:
Supply: Nox Urano VX 650W
Motherboard : ASRock Fatal1ty H97 Performance
CPU: I5-4570(3.2 GHz up to 3.6GHz)
GPU: MSI GTX 960 4GB GAMING with OC
RAM: 2x4GB(8GB) Kingston HyperX Fury Black DDR3 1600 PC3-12800 CL10

I target 1440p, with my current build I play low demanding games 1440p/Ultra@60fps
Most demanding titles 1440p/Ultra give me 30-45 fps
BF1 1440p on high settings give me solid 50-60 fps

So inorder to play all titles 1440p/Ultra@60fps what should I do update my gpu and wait to change the rest or buld a new pc? (In case of upgrade my gpu i would wait to nvidia new gen)

Personally, I'd aim for a GPU upgrade first and foremost - unless you're playing really CPU intensive titles.
Even then though, the 4570 should pair pretty nicely with stronger GPUs.

I'd be hesitant to upgrade anything on that PSU though - it's vastly overrated in it's output*, and it's pretty poor quality at it's core.

*While it claims it can do 50A on the 12V = 600W, in practice, performance-wise, it's more akin to a 400-450W unit.... and not a very good one at that!

I was thinking about to upgrade the gpu to an 1070 or wait to the (2060/2070 next gen)
Also though about a minor upgrade on cpu getting an i7 4790k(but i dunno if its worth the cost for and old i7 quad core when gaming is getting focus on new hexa cores).

Gaming is still a ways away from being focussed on 6+ cores. A lot of titles are moving into the space where they can utilize >4cores/threads, but we're far from 6+ being the 'norm' for strictly gaming. For gaming+streaming, or productivity workloads, they make a lot of sense.

We're only really looking at ~12months of consumer-focussed chips being >4c/8t. Widespread adoption takes time, as does game development. Titles that "need" a 6+ core CPU are still years away.

The hyper-threading of the 4790/k/4770/k etc would still be beneficial in gaming. Unfortunately, they're still not overly cheap on the second-hand market.

I suggest starting with a GPU upgrade and see what it gets you. In the next year or two you're going to be thinking about building a new system, and the upgraded GPU can move into that system. Same with a better PSU.

I wouldn't recommend investing much in your existing architecture, unless you find a great deal on a used i7-4790k. But if you think you're going to stay here for a while yet, look for a good deal on a 16GB RAM kit.

I believe that you should upgrade the GPU. I have experience with this because I run with a similar setup with a better graphics card, and this is at 1440p. I think you need to first upgrade your GPU and then the other components. Should I also recommend more RAM as 8gb may not be able to sustain you for memory intensive gaming.
