Is 1.42V in my processor safe?

I'm using an a8 7600 (3.1Ghz/3.8 - 45/65W APU)
I'm not making overclock, but I don't know if this stock voltage is safe for my processor.
The intervals are 1.2V and 1.42V

f2a68hm-h
Hiperx fury 1866 (2x8GB)
Stock cooler
RX 560 2GB
HDD 2tb 7200 rpm
600W acteck

I don't know where you are getting those voltage readings from. What you refer to as stock voltage does not match the APUs specs.

A8-7600 specs:
Frequency 3100 MHz
Maximum turbo frequency 3800 MHz
Boosted P states
#1: 3800 MHz, 1.125V
#2: 3700 MHz, 1.025V
#3: 3300 MHz, 0.775V

Low power P states
#1: 2800 MHz, 0.55V
#2: 2400 MHz, 0.4V
#3: 1900 MHz, 0.325V
#4: 1400 MHz, 0.25V

On no, I put "load optimized defaults" in my bios, but no nothing changes. I need help to correct this

Well, in my PC, and the PC from
my brother (that has the same specs of me, except GPU and he has 4GBx1 ram)the voltage in Bios is 1.356V in the processor.

When I start the PC, and I use CPU-Z and Core temp 1.11, the voltage some times is in 0.9, but mostly in 1.2V to 1.42V

But I see a little dangerous when the voltage becomes more than 1.2V
