Prebuilt PC with decent Specs but bad performance

I got a prebuilt PC with fairly decent Hardware as a present, which is why I didn't build it myself. However, it is underperforming quite a lot. For example youtube videos show that the 1050ti (which I have built in) gets over 70fps in cinebench but I only get around 50fps. The same goes for Gaming, where I can play League of Legends with around 100fps and some FPS drops. Games like CSGO already bring the PC to it's limits. Windows Taskmanager shows the CPU Clock Speed jumping around between 1GHz and 4GHz, which I assume is due to power saving. According do Speccy CPU temperature under normal work load is around 67°C.
Does anyone have any ideas what could be causing this underperforming? Is it possible that a bad PSU could be causing this? What upgrades would you recommend?

Hard Drive: Seagate 1TB
Motherboard: ASUS A68HM Plus
PSU: Unknown
RAM: 1x 8GB Samsung DDR3
Case: Deepcool Dukase V2 with 2 Case Fans
OS: Windows 10 Drivers etc. installed
 
Ok your jumping from 4.0 to 1.0 GHz is most likely due to your cpu overheating. From a quick search the max temperature for your cpu is 72c, as the cpu gets close to this it will throttle to protect itself. Check the cpu cooling fan is running properly and the cooler is free from dust. You may need to replace the thermal compound between the cpu and cooler if the fan and cooler are ok.

Don’t expect too much from your pc, although the gpu is decent for 1080p or lower the cpu is actually quite weak by modern standards. However the games you mention don’t require strong cpu’s to be playable.

The clock speed is stable at around 3.98GHz when I run a benchmark, it only jumps at idle which is why I assumed it's due to power saving. Do you have any idea why the GPU is underperforming as well?
 
Ok 1 GHz with no load is ok but you should still try and improve the cooling, your cpu is running close to its max.

I strongly expect your underperformance is due to having a weaker cpu than the systems you are compairing too. Gaming requires more than a strong gpu.

I don't expect to run any high end games. I know the hardware isn't the best because it was a budget PC. I just ordered a new CPU cooler and am going to report back whether it helped
