Motherboard error code 99

I just recently installed a new power supply because my old one died, I originally had a corsair cx600m and I just bought a EVGA 850 BQ. After installing I booted up my PC to find my motherboard giving me error code 99. I have an Asus maximus VI hero. My main monitor shows a warning saying the current BIOS setting do not fully support the boot device. And my second monitor does not receive any signal. I have reset my CMOS by using the jumper and also batter methods, I have tried running it without my GPU installed and also using only 1 stick of RAM. I have even uninstalled and reinstalled every PC component except for my CPU and checked every single wire and I cannot for the life of me pinpoint what is causing this. Someone please help me and tell me my MOBO isn't dead please

CPU I5 4670k
Motherboard Asus maximus VI hero
GPU MSI gtx 1070
2 sticks of 4 GB ddr3 ram
Normal 1 TB hard drive
No SSD
EVGA 850 watt BQ bronze rated PSU

After looking more into it, it seems as though my hard drive just doesn't boot up at all and my disk drive also does not open, I honestly have no clue what is wrong since all I did was change out my power supply because the old one died. I plugged everything in exactly as it was on my old PSU.
 
What do the 4 small Q-LED's, next to the 24-pin power connector, show when you boot up?

Q LEDs: check key components (CPU, DRAM, VGA card, and booting devices) in
sequence during motherboard booting process. If an error is found, the corresponding
LED flashes until the problem is solved.
 

If your HDD is not spinning up and your DVD drive will not open, they must not be getting power from your new PSU. Double check the Sata power cable from your PSU at both ends.
 

In the BIOS under "Advanced > SATA Mode Selection" set it to IDE, the default is AHCI. That may be why it's saying "the current BIOS settings do not fully support the boot device".
