GPU fans don't spin

I am having an issue with my Asus 1050ti expedition. When the fans are spinning, the graphic card doesn't show anything on screen but the monitor neither says no signal. When GPU fans don't spin, the graphic card displays and later on due to overheating, everything freezes and I have to restart the pc .

With the computer off and unplugged, have you attempted to free wheel the fan with your finger? Does it spin freely, or does it feel seized up?

It shouldn't be overheating. And the fans are reactionary to temps. If the GPU is overheating AND the fan doesn't spin, either you have a hardware problem with the card itself, or there might be some utility app that's controlling the fan profile of the card but with inappropriate settings.
