After changing the motherboard I got less performence

So I changed my motherboard from asrock g31m gs to asus p5ql pro, and I putted the same cpu,gpu,ram etc. On my old motherboard my cpu (Intel Q8200) was overclocked to 2.8GhZ and when I opened properties on my pc It showed 2.33 Ghz 2.81 GhZ. And now I overclocked the cpu on this motherboard as well to 2.85 GhZ and when I opened properties it showed 2.33GhZ 2.34GhZ and in task manager its only using 2.1 GhZ, 1.8 GhZ speed. I tried testing cs go and only in the main menu I had a lot of fps drops, and when I started the fps benchmark map, my avg fps was 41 when on the older one was 71 ? what is the problem, how can I fix it? help

CPU throttling per power options:
- Check your motherboards Bios CPU power saving features and disable them (disable C1E and set Ai overclock tuner to manual although you can leave other settings on auto)
- Check your windows system power options is running in maximum performance.

those are Motherboard Bios settings, Google your motherboard model: asus p5ql pro, go to it''s manufacturer website : asus, click support then choose manual and download it, inside it you'll find a comprehensive guide describing your motherboard Bios settings and how to get to load Bios when computer starts (usually hit F2 key for Asus boards)
