Because I got this new anti-theft/lost phone app I wanted to keep it constantly on, but it requires a constant internet connection. I have a data plan which adds 4GB every month - will that use alot of my data if I just leave 4G on? And will it impact the battery?

That would be a question for those that wrote the app. There is no way to say how often it transfers data. Just leaving the 4g on uses nothing really, the vast majority of phones have it on all the time. Actually using the 4g radio to transfer data does use a little more power but it is nothing compared to the application running.
This is where reviews of the app will likely help. If other people bought this app before you and it used up their data plan they would very likely complain about it.
