Inability to boot into windows

I have this issue with my computer where when it boots up, the blue HP logo comes up with the "press esc for startup menu" option. When this happens, I cannot do anything. Then, whilst I wait, it starts with a short beep. Then after about 5-10 seconds another short beep. Then finally, after another 5-10 seconds, one final beep, and then the display goes black with a blinking underscore at the top left of my screen. I've tried resetting the CMOS battery, resetting the ram, hard resetting my pc and several other alternatives but I just cannot find the solution. Please help me! Furthermore, if I were to spam "f8" on startup, it leads to the computer booting into this black screen which describes all of my computer specifications, alongside the "press esc for startup menu", and then boots into windows. This process takes over 2-3 minutes and is quite stressful.

if the pc boots windows run hdtune check the drive health and run vendor test tool. seagates test tool is called seatools. if there no post into windows it locking up. see if you have an older drive or a spare drive. all you need from another pc is to use the windows media recovery tool and make a bootable usb stick .then you can put a temp copy of windows 10 on test hard drive and see if it boots on your pc. if the drive right now is faling but not hanging the system use a usb stick and try and make a system restore usb stick from the backup partion on the hard drive. if you cant and the drive goes south you need to contact hp see if they have the factory image to download or small fee for a disk/usb stick. also check to see if your hp...
your hard drive has failed. your hearing the heads crashing...standard wd beep on power up when they fail. open your case and take the data or power off the hard drive and power up. if the drive was holding the pc you shouls see the black screen and then a message of no os found.

@smorizio I have removed power from my hard drive and booted up, which led to a black screen with information that stated "media detection failed" and "boot failed", so do you think it is in fact the hard drive that has failed?
