PC Freezes then CPU Fan Spins fast

So I been getting these random freezes, sometimes web browsing, sometimes watching a video but for the most part it happens at random times. The screen does not shut off or anything it just freezes, the screen and cursor and everything. The fans will stay spinning normal for a bit then ramp up, the Graphic card fan does not spin (Only starts spinning when I start a game or something) The CPU fan I notice becomes loud and spins faster. My temperatures as of typing this on the CPU are 35 degrees celsius. I am wondering what the issue is?

My specs are

500GB EVGA Bronze Power Supply
AMD FX 8230 E Processor
500GB HD
Gigabyte 970 Gaming Motherboard
8GB Ram
Windows 10
Sapphire Nitro RX 460 Graphics Card


This is a newer build so If anyone can help me please. I have tried scanning disk, I updated bios and all drivers, I scanned for malware and other stuff.
 
Look at the event viewer in case you find a clue as to what happens at the time of freezing.

Test the RAM and, if you have 2 sticks try one by one to see if one of the two fails.

Although the TEST does not give an error, you can try boot with each one separately to see if only freezing occurs with one of them.

On the other hand, when it happens try restart your graphics: just press Win+Ctrl+Shift+B: the screen flickers, there’s a beep, and everything is back to normal immediately.

I just did a fresh OS install so I'll see if that has helped.

I just got another freeze and got a blue screen with it. Heres a picture with the blue screen view software.

Also Just froze on Netflix and had a constant sound out of the speakers
