I have a gtx 6gb and i wanna get a 4k monitor. So im asking if i can get a 4k monitor and it will run fine and game at 1080

My PC Specs:
Ryzen 1200 OC to 3.6ghz
Gtx 1060 6gb
8GB DDR4 2666

Are you going to be down scaling the games to run at 1080p on a 4k monitor? Bad idea as it often looks worse to downscale a display and can add latency, I recommend staying with a 1080p monitor, however if your running multiple displays a 1080p for gaming and a 4k for movies and other content then the 1060 6gb should be enough to power it.
