SSD not showing in BIOS & Device Manager missing SATA controller

*Summary*
I bought a new Samsung 860 EVO SSD (1TB). After installing the SSD, it is not showing in either my BIOS or in Disk Manager. There's a "Base System Device" in Device Manager and no SATA/AHCI controller listed in Device Manager. Tried a different SSD that I know works and am experiencing the same problem.

**VERY IMPORTANT**
I built my PC with an M.2 SSD plugged directly into the motherboard. So I never used a SATA controller at all for over a year. I am not building a new machine I just wanted to add more storage to my existing PC. The M.2 SSD has worked perfectly for over a year and there is nothing wrong with it (uses NVMe controller, not SATA, so my machine is functional but running out of storage space).

Mobo: GIGABYTE X99-Ultra Gaming
SSD: Samsung 860 EVO
OS: Windows 10

The troubleshooting steps I have taken so far (please do not asking me to re-do these without good reason):

* Checked cables, both power and SATA cable. They are fine. Even tried switching out spare cables.
* Tried a different power port on the PSU (I have 3 SATA ports on the PSU)
* Tried different SATA ports on the motherboard
* Tried a different SSD from my other PC that I know works (same issue, can't see it)
* Flashed my BIOS to the latest version
* Quintuple checked that yes, I have SATA enabled and set to AHCI in my BIOS
* Downloaded SATA/AHCI controller from GIGABYTE and attempted to for install it in Device Manager

I have a "Base System Device" in Device Manager that I think is supposed to be the SATA controller, but Windows is not automatically installing the drivers as it should. I used my downloaded drivers from GIGABYTE to manually update the "Base System Device." When doing so there are actually TWO driver files, and I don't know which to pick. And once I pick one of those then Windows still asks me to pick from a list of hardware, and I have no clue which options are correct. They're all SATA controllers, so that's good, but they're all Intel devices which seems off since my mobo is not Intel.

Regardless, I have tried a few combinations and still nothing. My new SSD and old SSDs from my other PC are not registering at all. No errors or unrecognized devices, just nothing.

Only other suggestion I would have is trying the RAID setting and see if anything is detected, otherwise it may be time to contact gigabyte support for their suggestions or RMA...

The other possibility is the power supply is not getting proper power to the SATA power cables, it's a bit of hassle to test PSU in another system but may be worth a shot (or at least checking with a meter or tester)
 
make sure you download and installed intel chipset drivers and intel mei drivers for your mb. there are updated drivers for both that intel has dropped. look at the mb guild on line with intel mb and m2 drives when there used some of the sata ports are turned off.

So I did something probably inadvisable and connected the SATA cable to my primary PC but pulled the SATA power cable from an old PC and powered up both PCs so that I could be certain the SSD had power. When I did that, suddenly the SSD started showing in BIOS. So either something is wrong with my PSU or something is wrong with the power cable. Sadly, the cable from my other PC is not compatible with the PSU in my current PC and the other PSUs I own are not powerful enough to run my current rig.

I'd like to thank everyone for the suggestions. Until I decided to try making a PC-chimaera I didn't really have a good way to troubleshoot the PSU, so I wanted to eliminate the easier-to-troubleshoot possibilities first.
