i have uninstalled my drivers 3 times my gpu all most never gets to 40c and it normaly only runs at like 19% but im get bad fps in all things like 20 to 30 in wow

Operating System? And Bad FPS in everything? WOW is a network based video game, and video games that play over a server are more demanding on your internet and your CPU. Check to make sure the CPU isn't overheating for any reason and also make sure your internet is up to speed.
