I think my 3 year old GTX 960 is dying? Help please

So when I play lets say...Dota 2 I see my FPS when I tab or alt/ta into Dota 2
I see my FPS behave like this: 3, 10, 17, 30, 66, 72, 54, 30, 38...
Those are so random FPS numbers. With V-sync on or off. It does not matter...
When I check it on Speccy, I see my GPU is 36-40 degrees while my cpu is 28-30?

In-game gaming on Dota 2 required not much of GPU power or CPU power..what is going on?
I have the latest BIOS, GPU, Motherboard drivers...

My spec is:

i5 4460
1 stick of 8GB RAM hyperX 1600MhZ
650w PSU XFX SF
Zalman Z3 Plus
Gigabyte Geforce GTX 960 G1 gaming 2GB GDDR5

Your GTX 960 could be a bit more old
You may consider selling the one you have and buying a new one but better like a GTX 1050ti

Will the GTX 1050ti or regular 1060 do?

When im at home screen without V-sync on, it floats between 79-82 fps....
And that keeps like that...idk whats going on?
Task manager saids aswell that my cpu while have all things closed its 20-30 cpu usage...??

1060 6gb is a 1080p at ultra settings card at 60fps min. 1050ti will get you 60fps but not at ultra settings without choking a bit. skip the 3gb 1060 altogether

You might even get 1070ti or 1080ti for a bit more

If you have a higher budget you could get TITAN V or
TITAN X
TITAN Xp
TITAN X (pascal)
TITAN Black
TITAN Z

Hmm mabye id go with the GTX 6G 1060, that way I don't have to replace my other components to get up as GTX 1060 6GB.
If I do go for GTX 6GB 1060, is it better to have 16GB RAM with 2x8GB? Since I have one single 8GB RAM. That could have some influence in my system?

What's a good reason for 1070? 1440p 60 fps ultra settings?
