see if amd has a cpu tester program. make sure it not the cpu that has a fault on it.
Did some more research and it made me realize that I was using my old installation drive from 2015. Could this be the cause of all my headache?
so when you said "Yes I just updated them, and yes it's a fresh install"
you mean you use the old installation from 2015? yes go to motherboard manufacturer website and download and install the latest
did oyu update the bios on the mb. make sure it ws not a bios bug. what power supply are you using.
I already updated the bios and while I was at it I did the lan and chipset drivers (I am doing the graphics card driver now as one just came out not too long ago), I am using the cx500 psu
the cx line not that great of a power supply. see if you can get another test unit see if the pc runs better on another power supply.
I can't get another power supply without buying a whole new one. It was working fine before, but the other build had a lower power consumption. Is there a way I can guarantee that it is the power supply before I go out and buy another?

is there a cpu tester within the ryzen master program? (I've tried using the ryzen master to disable hyperthreading, giving the cpu more voltage, and disabling cores, none of which worked)

Thank you for helping me through my temporary period of idiocy. The fresh install with the new iso file fixed the problem. It only makes sense that the 2015 os doesn't work with a cpu that wasn't even out when it came out lol.
