Any dedicated graphic card with X265 decode for GA-F2A88XM-D3H/AMD A6-6400K combo?

I have a GA-F2A88XM-D3H motherboard with an AMD A6-6400K Richland Dual-Core 3.9 GHz Socket FM2, and X265, even 1080p, stutters a lot, so I want to add a $80 or less graphics card that supports 1080p./10bit The motherboard specs say:

* 1 x PCI Express x16 slot, running at x16 (PCIEX16). The PCIEX16 slot conforms to PCI Express 3.0 standard. To support PCI Express 3.0, you must install an FM2+ APU.
* 1 x PCI Express x16 slot, running at x4 (PCIEX4)
* 1 x PCI Express x1 slot. The PCIEX4 and PCI Express x1 slots conform to PCI Express 2.0 standard.
* 1 x PCI slot

Is there any good option for 10bit@X265@1080p for 80 or less? And anything for 4K? What would be the cheapest? This is for windows 10 by the way. Thank you very much.
 
A 1030 will do it easily even at 4k. Unfortunately with the gpu prices, the cheapest now is $90. I don't know what your psu is or if it may be a slim case but the 1030 will likely fit in any situation. If you go with used, you can look at a 950 but prices aren't much different. These are the lowest models of the series so you can't go lower. Older series don't support hevc.
