Which of these options would you recommend me to buy (I have no intention to overclock at the moment, maybe in the future if I go with the last option):

I would use intel anyway, as the new CPUs have good performance but mostly because AMD worked it's way to overclock the boost to the maximum so not much juice left. With intel K, you get a very decent performance increase using overclock.

I actually thought that you could use a 3000MHz RAM with b360 and h370, but that it would only run at 2666MHz. Isn't that true?

The 3000MHz RAM are cheaper than the 2666MHz RAM in the store. So I didn't see any reason to choose the 2666MHz RAM with any of the options.
 
As stated you need a Z board for anything faster then 2666 RAM. So you might as well buy a 8700K unless you don't plan on ever overclocking.

If price is an issue you could always get a H board and just use 2666 RAM, the difference in performance wont be massive.

Another option would be to go with a Ryzen build, the price per performance is generally better then Intel and Ryzen love fast RAM.

And yes you can use the RAM at a slower speed
 


Yes it will work but only at 2666MHz.

If I were building today I'd go Ryzen 7 2700X + X470.

Thank you for all your inputs. I am pretty convinced that I will go with Intel anyway, but now I am considering a different option:

Intel i7-8700K+ASRock Z370 Extreme4 for 618,21 USD. Mostly because if I want to overclock, it probably won't be as heated as the Z370 Pro4 and because of the 3.1 Gen2 USB ports. Don't know if USB 3.1 Gen2 is overrated though.

I am also a little confused about the PCI and PCI-E lanes (my first time building a PC). I need to install a Geforce GTX 1060, a Thunderbolt 3 AIC and maybe wi-fi. Would it make any difference if I use Pro4 or Extreme4 for that?
