1.0 Gbps Ethernet status but speedtesting at 100mb

So I'm paying for 200mb down and 15 up and speedtesting at 90-100 down and 15 up.

My network:
- Modem is arris touchstone tg2472
- Router is Netgear r6400
- Motherboard is MSI Z97S SLI Krait Edition ATX w/ GIGABit LAN
- My PC is connected to the router which is connected to the modem using all cat 5e cables.
-Windows 10 64bit

I've tried:
-setting the speed and duplex to 1.0 Gbps
-updating drivers for Realtek pcie gbe family controller
-directly connecting to the modem after power cycling it
-changing the cat 5e cables with another one which also gave me 1.0 Gbps but speedtested at 100mb
-checked for any power settings that could slow the speeds down
-looked in bios for any possible network settings to change and nothing about speeds were in there.
-tried a test on a crappy laptop that said had 1.0 Gbps speeds and got 90 down but not sure how credible the laptop can be

I'm at a loss here because most people with this issue cant get their Ethernet status to change from 100mb to 1.0 Gbps but mine is already at 1.0 Gbps I just cant get the speeds. The tech that came to check got the advertised speeds easily on his laptop and left the Ethernet cable for me and I couldn't replicate the speeds even doing exactly what he did hardwired to the modem.

Who is your ISP? That is relevant information.

Check your Ethernet adapter configuration.

If "auto" configuration try manual. Or if now "manual" try "auto".

Have you downloaded and reinstalled the network adapter drivers via the manufacturer's website? Not from Microsoft or some other third party source.

Atlantic Broadband, was Metrocast until recently apparently theyve been bought out

Not sure what you mean by "auto" and "manual"

And yes I've reinstalled them multiple times, directly from the Realtek website.

No, my ISP is the one who pointed out this issue to me in the first place and came out themselves to see if they could fix it. My speeds differ from what the tech had.

"Auto" and "Manual".

The installed network adapter card may be able to "communicate" with the router and the two devices may be able to agree on some particular communication speed/protocols.

However because some devices do not play well with devices from another manufacturer the agreement may end up with slower performance.

You, as the end user, may be able to intervene if the automatic process results in slower performance.

On the other hand, if you have manually set the performance that might overide a possible "automatic" agreement between the two devices that could have resulted in faster performance.

So what you do is go into the network card adapter configuration settings and look for "auto's" and "manual's".

Try switching between "auto' and "manual" but do so for only one option at a time. Just to ensure that you can go back and undo if necessary.

When i go to configure my realtek family controller in the advanced tab there is no auto and manuals. Just for speed and duplex.

I mentioned I tried that already in the list of things I've tried. When switching from auto negotiation to 1.0 Gbps nothing changes in my speeds, even when I hardwire into a power cycled modem.

Looking back: your motherboard has a built in LAN adapter. However, I noted that you had updated drivers for a pcie card.

Are you sure that only one adapter is enabled?

Are you able to run and post the results of "ipconfig /all" via the command prompt?

That said:

What other devices (wired, wireless) are on your network?

Take a look at Task Manager and Resource Monitor to observe what your PC is doing with respect to networking.

Resource Monitor will provide a lot of information.

Have you tested straight to the modem or from any other devices? You have to single out the weak link.

Put a bootable version of Ubuntu on a usb stick and use the try demo and run a speed test from there.
If this works then it must be on the software side of your pc.

The only things that show up in ipconfig /all is Ethernet adapter Ethernet and Tunnel adapter Teredo Tunneling Pseudo-Interface.

The other devices on my network are 3 phones and an xbox all wireless.

I looked in Task Manager and Resource Monitor and I'm not exactly sure what I'm suppose to be looking out for.

I've directly connected to my modem several times with my PC and once with a laptop. It claimed to be 1.0 Gbps in the ethernet status but I could not get speeds anywhere close to that. The laptop is very crappy.

I have no experience with Ubuntu, if it is something to do with software on my computer would reinstalling Windows fix that issue.

You can find a guide on how to install it on usb. It's pretty easy to do, just make sure to test it not install it. Would be worth trying before reinstalling windows.

If the tech was able to get full speeds then you should be able to recreate it with the right equipment. Do you know of anyone else near you paying for the same service and getting full speeds? You need to test with something you know has a working 1Gbs NIC.

I was running a speedtest and managed to get the speeds I'm told on a completely random server, but on the closest server to me I can only get 100. This would mean my NIC is running at 1.0Gbps right? And if so why are my speeds low to the closest server?

What sites other than speedtest are credible? I used the one on my ISP's website and posted it below. I also reused the same server on speedtest and got 118 and 96 on my closest server.

With respect to Task Manager and Resource Monitor:

Look for some application, process, service that using a large % of some resource and/or sending/receiving many bytes.

What network adapters are listed in Device Manager > Network adapters?

Does Atlantic Broadband offer IPv6? If not, uncheck the option in the network adapter's configuration screens.

Nothing in resource monitor/task manager is using a lot of resource. I don't have anything even open except for this thread.

IPv6 is turned off already

This is what is in my network adapters list including hidden ones:

Should I call them again? My speeds average 90 to 100 on Speedtest with higher speeds coming from Baltimore, MD which I think is where Alantic Broadband is located because their speedtest on their website is in Leonardtown, MD. I haven't come close to that 200 one yet and when I did get the 200 speed it spiked so fast i couldn't believe my eyes. I have no knowledge on this stuff but if I was able to get those speeds and it showed 1.0Gbps of network activity in Resource Monitor, wouldn't that mean its not on my end?

I have the Intel Wireless adapter disabled. I am only ever hardwired with my PC, both the modem and router and directly next to me.
