I am building a PC from scratch. I'll need to install Windows 10 on it. How do you do that now? Do you still need a CD drive? Can it somehow be installed from a clean, freshly built PC over the web?

Thanks - its been a while since I did this :)

after you make the windows iso usb stick. go back into the stick make a folder called drivers. go to the mb vendors web page and download the newest drivers there. also make a folder on the usb stick called bios and put the newest bios file in there. also on the stick put the newest video drivers from nvidia or amd. also helps to put your anti virus on the stick. also put firefox or the other browser on the stick too.

You can install it either with an USB CD Drive (If you have a CD) or with an USB Stick.
For the USB Stick you still need access to a Computer with Internet. Download the Windows Media Creation tool and follow the steps for the USB Installation (You need a USB Stick with at least 8 GB).
