System powers on for a split second then off, replaced power supply still same issue.

Hey all,

went to turn on my PC last night and low behold it didn't turn on. after a bit of inspection, checking the cables and swaping the reset switch with the power, testing the PSU out of the case showing that it worked with the paper clip. after i saw that it still worked i put it back in and noticed that when i press the power button the fans would move for a split second then off.

so i thought it was the PSU, got a new one and still the same issue. I did a few boot tests, no ram, no GPU, heat sink looks to be on properly, (i havn't touched it in 5 years) and still the no boot with the new PSU. I inspected the mobo and can't see any shorts on it, but this that the next logical step? replace my mother board?

any thoughts?
