The best budget cooler for an i7 7700

Hello. I am thinking on buying an i7 7700 non k but I am still figuring out the best cooler for it. I am choosing between a cooler master hyper t4, a hyper H412R and a hyper 212x and a hyper h412r. Please, do not recommend any other than theese. I am buying in amazon.es, my case is 161mm tall for coolers and my budget is 30€. Which one should I choose and are 2 milimeters enough between the cooler and the case? Thanks in advance.

Does or doesn't? I want the cpu to be the coolest at possible with this budget

What about the 2mm of difference?
Is that enough?
 
I7-7700 comes with an intel stock cooler which is entirely adequate.
You could try that first.

The main reason for a aftermarket cooler and a non overclockable processor like the i7-7700 is the reduction of noise under heavy load.
To that end, the hyper212x with it's 120mm fan should be quieter than the H412r with a 92mm fan.
The stock intel cooler is also 92mm.

So long as you have 158mm available, they hyper212x will be fine.
Even if a cooler touches the side of the case, that is ok.
