Windows boot loop when installing gpu drivers

Every time I try to install GPU drivers windows restarts and then goes into a boot loop and I have to wait for the advanced repair options and go into safe mode and uninstall the drivers. My PC and GPU were working fine a couple of days ago when I got a boot loop so not knowing what the problem was I just decided to do a fresh install of windows and clear my HDD. Its working perfectly now, I can install drivers for anything else and its working fine. Worried it could be a hardware issue and my gpu has died or something, but I'm outputting HDMI from my GPU to my monitor and not from the motherboard which would lead me to believe the GPU is still functioning fine its just a software issue. Tried a million things already, tried completely removing any trace of AMD drivers that were installed and reinstalling, I tried installing previous versions of the drivers, nothing seems to be working. Is there any way of me finding out for sure if its a hardware issue? Cheers
My GPU is an AMD HD 7850 2GB ram
 
Well, you've already solved your issue. It's quite common for the OS to get corrupted and crash (or go into a boot loop) when the GPU drivers are installed, this usually happens when you install a different GPU from what the system had been running earlier.

Often the only solution is a clean install of the OS. If it all works fine after this, then there is/was no hardware problems, only software.

I Installed windows and wiped my drive 4 times now. Stopped windows from automatically updating and tried to install my drivers each time and each time I got the same results. Also Ive had the same system for 4 years and have never upgraded anything at all, Its all the exact same hardware so its not like im trying to install a brand new gpu or anything.
 
Ok, you said "Its working perfectly now, I can install drivers for anything else and its working fine", I assumed the whole system was working now, but obviously not.

In that case, it might be the card. But before coming to that conclusion, I'll ask you about a couple of things. When you do the fresh install of the OS, are you installing all the motherboard drivers and controllers? And, with the card installed but no drivers for it, does it show up in device manager and does it have the little yellow symbol showing it's drivers aren't installed?

It was probably a driver issue, now that your system is running properly and you got the display through you AMD 7850, just double check in windows device manager whether you have the card listed with it's correct name as display adapter, and whether there are any yellow flags or exclamation points next to it.
Another way to know for good is
- Gaming with your GPU looking for monitor picture artifactw while the card is running within reasonable temperatures (< 80)
- Or to try to re-install the card from the scratch: reboot in safe mode, apply DDU (Display Driver uninstaller) that you could download here >> http://www.guru3d.com/files-details/display-driver-uninstaller-download.html, then turn off your PC and remove/disconnect your AMD 7850, boot your PC again (display from your motherboard integrated graphic), turn off PC, re-attach AMD 7850, switch display cable to it, boot your PC and observe in windows device manager display device :should be listed with generic driver without yellow flag or exclamation point which would be an indication that there are no hardware issues with your card, then proceed to installing your card drivers again keeping an eye how display device updates in windows device manager.

Sorry meant everything was working bar the gpu. Actually now that you mention it I haven't tried to update the motherboard drivers so I'll try that


"Or to try to re-install the card from the scratch: reboot in safe mode, apply DDU" tried that , after I disconnected and reconnected the gpu and restarted the pc and all, tried installing drivers in safe mode, same results.

Only driver uninstallation is done in safe mode, installation on the other hand should be done in normal mode.
What does you windows device manager says about display devices?

Yeah I did both, originally I uninstalled in safe mode and tried to install normally , and then I saw a separate thread that suggested installing in safe mode so I tried that as well. Under desplay adaptors I have "Microsoft basic display adapter"

At one point though before I uninstalled amd drivers in safe mode it was under its proper name, but the drivers didn't seem to be functioning. It still seemed to be the Microsoft display driver.

Having exactly the same problem here. My PC was working well, I havent upgraded anything,but it suddenly would not boot up. So I decided to clean install Win 10 again and now when I install the nvidia drivers, it tells me to restart and it restarts well on safe mode, but on normal mode it goes into a boot loop forcing me to restore to before installing drivers. Tried everything the OP has tried before.
