Lower internet speeds on desktop

Hey guys!

Been troubleshooting this for awhile. I get perfect speeds on all my devices from my router (30 Mbps up/2 Mbps down) except for my desktop. I bought a new wireless card thinking it was the problem but the problem persists. I tested the speeds localized in the exact same area as the wireless card with my cell phone connected via wifi and it continues to get correct speeds as well so it isn't a distance-from-the-router issue. I checked QoS in the router settings and my desktop is set to the highest with ever other device set on normal - still no fix. It's driving me crazy that I can't figure it out. I get around 2-6 Mbps down on this desktop which is incredibly slow. Barely loading basic webpages. :[

Update: If I share that same exact Wifi connection to my PC THROUGH the hotspot on my phone, I get dramatically faster speeds so it isn't the computer. I'm wondering if it's the router somehow limiting my PC?
