Wiping hdd without reinstalling os

Hello,
I have decided to exchange my laptop with my office mate soo i was needed to clear all my data on the hardisk.
But as i see online every method require reinstallation of windows.
I jave the manufacturer product key but the official windows site suggest me to meet the manufacturer service center which is way far away

Logon as an admin account, go to the user profiles in settings and delete yours. Your files will be deleted. This will not keep someone from trying to use an undelete utility to try to restore the files, but it's not likely to happen and unless the person us using an admin account, it won't work.

If you are working at an office, you don't have an IT person there to help you with this?

What personal data do you have on this particular machine?
Why is a full wipe and reinstall not an option?
