Unstable temps on intel core i7 8700k

hi so i have just bough my i7 8700k but unfortunately i made the mistake of not shipping the cooler of off amazon and so i had to buy one in my area, the best solution i could find was this :

thermaltake frio 12 silent

i installed the cooler with some mx-4 arctic thermal paste

what i have observed is that the temps are quite unstable now i know that this cooler is way out of the league for this cpu but anyways

what happens is that when idle the temps go from 33 Celsius to around 44 and then drop back and so on

while under load like aida 64 cpu+apu the temps hit 100 within a few seconds and then the cpu starts throttling

while gaming the temps are the most unstable, the bounce between 50-60-70 sometimes hitting low to mid 80s

the cpu is not overclocked however i have xmp profiles enabled for my 3000mhz ram, everything else is set to stock settings in the bios

is it supposed to be like this ?
 
is the cooler you selected capable of handling about peak 135-150 watts TDP? (Despite Intel's claim of merely 95 watts or whatever)

If it is spiking to 100C very quickly, it is entirely inadequate, or, not mounted correctly, or, perhaps even a sticker was left on underside of sink? :)

the cooler mount points (backplate and the front plate) are fitted snug onto the board the heatsink + cooler themselves are a little bit loose (the heatsink rotates a bit)

but other then that i don't think anything is wrong the thermal paste was applied nicely and the tdp of the cooler is said to be 150 watts on the box, and yes i did remove the sticker :D
