Mentally ill brother streams youtube 24/7

He constantly has a 9hr length youtube video constantly playing which he is not even watching, this has been going on for months.

I ended up downloading the entire video, and told him to watch that, but he doesn't...

I only mention his mental illness as a tldr of why he is doing this, and why I don't just talk to him.

Currently this isn't an issue, because he does not have an HD monitor, and his streaming is limited to 480p, but I can see it becoming one if we ever decide to downgrade our internet, or he gets access to HD content.

Sorry, I'm not sure what kind of solution I should be asking for. Is there some user friendly software I can install on his PC that will monitor data usage and throttle if need be, or a simpler solution?

That consideration should be handled by a medical professional. Not a bunch of tech geeks.
Cutting it off or limiting it may do more harm than good. Or it may be exactly what he needs.

Who is paying for the internet service? That is the person that decides how it is used. Based on your post, I would guess it is your parents that are paying. That is who needs to be involved, not a random tech forum. You are trying to "work around" the issue rather than working it out.

I, along with my mother pay for it. Everyone involved in this situation are adults. My mother came to me worried about him streaming that video all day long, she was more worried about the content of the video rather than its data usage.
