GTA V Stutter on High End PC FIXED By Disabling Windows Control Flow Guard

UPDATE FIXED
I FIXED IT AFTER NEARLY 2 MONTHS OMG

I have windows version 1709 (issue is on 1803 too) and in that version there is a bug with "windows control flow guard" that DESTROYS performance in a few games including GTA V.

The solution for me was to disable wcfg completely. You can disable it per application also but for some reason I always get an error and cant do that.

I used to get no lag on nearly max settings. But now whenever I move around on the map I get horrible lag spikes that make the game unplayable for me. Even on very low 600p i get lag spikes driving.....

Specs:
GTX 1080
I7-4770K@4.4
2x8GB ddr3@1800
Corair Force GS 128gb - Boot
Crucial MX300 525GB - GTA installed here

I've tried many different solutions from all the posts on the same issue and none of them are working. I moved the pagefile, disabled the pagefile, changed settings in-game and from nvidia control panel, made GTAV a higher priority process in task manager, and verified the install of the game, and none of it helped.

The majority of posts say its ram related or hard drive related but this very same system ran this game perfectly for years I don't think its the case. Ran benches everything's fine.

My drive has a read of 480 and a write of 340. Rockstar doesn't expect everyone to have a blazing fast ssd it has to be something else.
