GTA V maxing out my cpu.

Hi there, I have been having what I like to call 'issues' with gta v. When I have gta v open, my cpu maxes out to 100% usage. The thing that has me here asking for help is, it's not even gta that is using all the cpu. when I load it up, all of my other applications skyrocket in usage. (image attached below).

I had this problem on my old CPU, an i7 7800x overclocked to 4.2ghz, and now on my new cpu, i7 8700k overclocked to 4.7ghz.

My friends don't have this issue, one of them owning an i5 4690k, and the other owning an i7 8700k.

The fact that it has happened on two different CPUs suggest that it's my game files, but I've done tests and verified the game etc, and it's all in-tact. I've also lowered graphical settings to see if that improves it, and of course, it does not!

Did you do a clean install of Windows after you switched CPU etc..? If not you should maybe do so.
Also try to reinstall Drivers with DDU.
Check for Malware/Viruses
Memtest, maybe?

@beinik, No, I didn't do a clean install of windows, I was told it wouldn't be necessary. I don't have any malware or viruses on my pc.

@mdd, I haven't streamed gta v yet, because of this problem. Which drivers would you suggest looking into? (I actually have the 7800x and the msi x299 in another pc now, so could see if the problem occurs on that pc?) **answer for 7800x test, 25% on gta, 30% on csgo**

I'd assume it's not a hardware issue, seeing as it's happened on two different cpus/mobos, both are extremely new. @beinik suggests memtest.. I have 4 sticks of 8gb, so if one was faulty, could that effect the other 3? Also, if the RAM was faulty, surely that would effect more than 1 game?

EDIT: I've just loaded up cs:go and the exact same thing happens. Tested my other games that I frequently play (fortnite, pubg, crossout, elder scrolls) they are all fine.

EDIT2: It says my cpu is at 100% usage in task manager, but in MSI Command Center, it's saying each core utilization is only 2-10%

EDIT3: Went onto the MSI motherboard drivers section of their website, downloaded the chipset driver, reinstalled the gpu driver, nothing has changed.
