*URGENT* CPU Overheating - I've tried everything

Dear community.

Recently I purchased parts for my new Ryzen build. Everything was cool until I booted the machine for the first time. The temps inside BIOS was idling at 50 degrees. After installing Windows and reading temps in Speccy and HWMonitor the temps were reaching 100 degrees. This was just at IDLE on the desktop.

I shut it down and reapplied the CPU cooler and everything. Same results. I tried changing BIOS settings and the cables. Nothing helped at all. Temps were 100 degrees at idle on the desktop. Tried reappling the cooler another five times without success. At this point I thought that maybe the AIO was broken.

Then I remembered about the AMD stock cooler - maybe that would change something. I removed the standard AMD bracket and installed the stock cooler BUT, I got exactly same results. BIOS at 45 degrees and IDLE on desktop at almost 100 degrees.

So I've tried reappling same coolers many times - AND I've tried different coolers. Both liquid and air. What could be wrong?

PLEASE HELP. I have now been troubleshooting for 8,5 hours.

Ryzen 5 2600X
ASUS TUF B350M Plus Gaming
16 GB DDR4 3000 MHz
GTX 1060
PSU 650W CM

Coolers:
CM Masterliquid ML240L and AMD Spire

Solution
You should be trusting Ryzen Master, AMD generally has issues with third party apps reading their temperatures accurately. Additionally, you would be thermal throttling at that temperature anyway.

Yes and I've used a whole tube. I have tried with a grain of rise, a peanut and I've also tried so cover the whole area with a thin paste. No different results.

Do you think I should try downloading Ryzen Master?

Hi. ALL other temps seem to be fine (see picture). Only "high" temps is motherboard hovering around mid 40 at BIOS idle.

Could it be the voltages? It runs around 1,4 v at stock (see picture) - or I think that is what it means. But others said that was natural.

make sure the mb has the newest bios on it for the newest cpu code. in the bios make sure it set to standard mode and not overclocked. if the cpu voltage gets overclocked it run hot. make sure the cpu and ram are all set to default.
