What should I upgrade to from old AM3 PC?

I have an old PC that I built at the end of 2010. It has 8GB of DDR3 1333MHz RAM. I've since upgraded the old slow HDD to an SSD. Samsung 850 EVO 250GB. I have a 4TB HDD and a couple 2TB HDDs. For the GPU I have an old PNY XLR8 GTX 460 1GB 256bit version. The PSU I upgraded to a Corsair TX750 V2. The old PSU failed so I decided to pay extra for a good PSU. It does ok at 720p for most of my games. I'd like to get some newer games though.

I'm wanting a GTX 1080 ti because I have a 4K TV now. Got it from walmart for $250. It's a Sceptre brand TV. https://www.walmart.com/ip/Sceptre-55-Class-4K-2160P-LED-TV-U550CV-U/46784939 Super good deal I think. I want to hook my PC up to the TV and play some 4K games. Also I'd like to be able to play some newer titles.

My cousin recently upgraded to an AMD RYZEN 7 2700X and he's offering me his old setup for $250. Not sure if I should take it. It has a kit of 16GB DDR3 2400MHz RAM, Core i7 4790K overclockable to 4.6GHz, an Asus Z97-A motherboard, and a basically brand new Corsair H105. His old H105 failed and he RMA'd it. He's just using the stock cooler with his 2700x. He's also giving me his old PC case. It's a Phantom Full Tower black PC case. Because there's no place to put the cooler in my old case. He said he's only giving it to me for $250 because we're family. Also Windows 10 Pro can be activated on it. So that's a plus. I wouldn't have to buy the OS.

I only have about $400 to spend on the rest of the parts and I don't think I could get a better deal than the above. But I came up with this.

And of course I'd still need Windows 10 which I couldn't afford. If I bought the older parts for $250 I'd still have $150 left to buy games with. So should I go forward with it?
