I recently took apart my build to clean it, reseat heatsink, reapply thermal paste, etc. On booting after the rebuild, my CPU temp runs at maximum under minimal load with no changes despite the CPU load. The heatsink fans are putting out cold air and they're running at max speed. I'm not sure what's causing this issue. I have reset my bios setting and removed any program even capable of overclocking. Though it had not ever been overclocked. Any help at all would be appreciated.

Turns out that my water cooler tubing was twisted in such a way as to unseat my heatsink. The only thing I changed was to move these tubes around a bit and secure them differently. Let that be a lesson to me for thinking that it could run in any other configuration than the one I happened to choose in my first building of the PC.
