Solution
On the new pc:

Ensure that only one network adapter card is enabled.

Windows 10? Run the built-in troubleshooters. The troubleshooters may find and/or fix something.

Verify that the network adapter's card configuration matches your router and network.

Use the Task Manager and Resource Monitor tools to check Network related performance. Look for some bottleneck within your computer. Something faulty or failing that is consuming network bandwidth.

Download and reinstall the applicable network adapter card drivers via the manufacturer's website. Reconfigure.
