Safe Temperature for my Processor and Graphic card

Is 60-65 degree a safe temperature for i5 7400 while gaming?

Also, my GPU(GTX 1070 Founders Edition) is at 65-74 Degree while gaming..is this a safe temperature?

Yeah, your temps are fine. The only way the 7400 overheats is if the cooling is broken. Both chips have internal fail safes that throttle when exposed to high temps. For me, I like my average load temps to be under 80C for both GPU and CPU for daily use. They can go higher safely, but 80C is a conservative approach to performance and life span.
Absolutely safe on both accounts.

Generally you shouldn't be concerned unless you've been monitoring your temps and suddenly they start to rise more than is ordinary, or if you are hitting around 90C. If everything is running less than 75, you are fine, more than fine, those temps are pretty darn good.
