computer turns on but no display and can't turn off

I can only get the computer to turn on if I plug the 24 pin connector into a jumper for about 10 seconds then plug it directly into the motherboard and then hit the power button. However even then there is no display on my monitor and I can not turn the computer off without directly shutting off the power supply. I have reset the cmos, tried different ram, and a different power supply all of which result in the same thing. The CPU is a Ryzen 1300 so I can't test it trying it using just integrated graphics and testing the my other graphics card is not practical due to the water cooling loop. If anyone has any suggestions I would greatly appreciate it.

My first thought is a board failure. Have you tried beadboarding the system outside of the case? Just CPU/cooler, ram, card, PSU, monitor? Momentarily short the 2 pins that the power button connects to for starting. You should get a display if the board and card are OK.

Yah tried it outside the case earlier and still would not turn on without using the jumper on the power supply first. The board is new the person just got it to replace his old on that died. He did just mention that the CPU somehow came out attached to the cooler so I'm wondering if he might have bent some pins taking it out.

It says Ryzen 1xxx chips are supported with all versions of the so that should be fine. Looks like there might be some bent pins on the CPU going to fix those tomorrow and see if it works after that.
