Dota 2 Stuttering/Lag

So I have recently bought an used desktop.
Its specs are as follows:

I don't know much about PCs, but I ran it through canyourunit before I bought it and I am pretty sure I can run Dota 2 on this PC. I don't even expect to play on ultra settings or anything, I have all settings on low.
But I am still experiencing stutters/lags during the game. Just randomly, usually when multiple spells are used. I searched around and disabled turbo, but its still happening.

I also noticed that the CPU fan is really loud. It is always at >3000RPM and when I start gaming, it goes to >4500RPM. I did some research on this and apparently the fan that comes with the CPU is just really loud.

My questions are:
1. Why is it stuttering/lagging during the game? How can I fix it?
2. Is there any way I can reduce the CPU fan noise? If changing the fan is the only way, what fan do you recommend (nothing too expensive, I just want to run Dota 2 - not even on high settings)?

I believe in your case it is due to the processor as you mentioned in your earlier post that fan starts to make noise when you put a load on your CPU. Possibly it could be due to obsolete heat paste or your CPU fan is not intact with processor properly.
