Odd frame drops and stuttering?

I've been having weird issues with my ryzen build where my frames will dip and the game will hiccup/stutter for a bit. The frame dips are never that drastic, the worst case so far has been from 144 to about 90 but when the dips happen it feels choppy and results in me getting a headache. Oddly enough I have found some methods to "fix" it when my games do this but I'm not convinced they are actually solving the problem. Things I've tried:
Restarting my computer: This one seems to work the best. It's a little inconvenient but it works most of the time.
Limiting my fps to under 100: This one is hit and miss it works for games like Final Fantasy XIV but not games like overwatch ( both of which started having this issue).
Changing nvidia control panel setting to High performance: I just did this one today, it didn't seem to work at first so I just shut my computer down for awhile. That said everything is running smoothly at the moment so I can't be sure if this affected it in anyway whatsoever.
I have the latest bios, latest nvidia drivers, and have set my windows power plan to high performance all prior to this issue and all my temps are great. Gpu never breaks 70, cpu never hits above low 50's, even my hdds/sdds are in the low 30s.

Ryzen 5 1600 (stock cooler)
Asus Rog Strix b350-f gaming
16gb G-skill 2133 ram kit (2x8)
Gtx 1080 EVGA
850w Gold rate PSU
Windows 10 64 bit home

After a long time of searching I finally found the culprit. The constant frame drops were making me actually sick with how choppy my games were so I tried EVERYTHING I could find on the internet until finally I stumbled across this video.

I never found this process because it only showed up while in game when I was fullscreen so I had no reason to open task manager. Even if I had I would have thought all Game bar related items disabled after changing it's registry value. After applying this fix I haven't had the god awful drops I was having before. I Still have drops but I believe them to be acceptable given when they occur (team fights, full towns etc) and even then they aren't a sudden jerk like before.
