I am going to upgrade my 8gb to 16gb, I am on a GTX 1070 and an i7 3770. Is this enough power? Especially with the gtx 1070.
460w PSU for my setup? Is that enough?

Make and model of the PSU? 460w is an odd size and the only unit I can think of is the 460w Cooler master elite which was a poor quality 400w PSU that they slapped a 460w sticker on. If you have the CM Elite replace it asap.

Hey, it was a Dell XPS 8500 Power supply, not a gaming one. I had a XPS 8500 then added everything into a gaming chassis.

Strange, ive used it with this GPU for about a year and half but was just curious to see if i was getting the full advantage anyway.

Oops my bad.original pic I was looking at showed only a single 6-pin pci-e connector but it looks like it has an 8-pin and a 6-pin. It's a Delta built unit(usually OK quality) but the 12v rails max out at 385w so by current standards it is closer to a 400w unit that 460w. I personally would replace it, ~$50 would get you a good PSU.
