if your in the us look at newegg dyi kits and micro center close outs. try and get the new i3-8xxx if you can.
your funds look at the new g cpu from intel and a micro atx b/h mb.
an ssd 256g.
go for one 8g stick now and whe nyou have the funds add another.
look at the seasonic 520s or the 620 that on sale for 40.00 on parts picker. go for the larger unit that 4.00 more.

It's awesome you have the desire to build your own PC.
You can build a system with a decent iGPU/APU and add a GPU later if you need.
With the budget AMD Ryzen 3 2200G it requires a bios update on AMD's budget motherboards. A real pain that AMD has presented (they ought to be ashamed). But you can request a boot kit from AMD to install a compatible CPU and administer the bios update yourself.
