GPU only recognized if native graphics plugged in at first too

I recently put together the following PC:
ASUS TUF Z270 Mark 2 mobo
Intel i7-7700k
G. Skill 16GB RAM (2 x 8GB)
AMD Radeon 580
500W power
Corsair liquid cooling system
1 SSD and 1 HDD

Basically, the only way to force my monitor awake is to start with two HDMIs in my monitor; one in the CPU/native, and one in the GPU. Once Windows has booted and I'm logged in, I can unplug the CPU HDMI and proceed as normal indefinitely.

I cannot get the BIOS settings to truly work (I've told it to both look for the PCI/PEG and tried Auto, so long as it's not the iGFX) in that I want the PC/monitor to boot off just the GPU. Every time I turn the machine on, both the native CPU and the GPU have to be connected to the monitor for the monitor to wake up.
If I turn the PC on with only the GPU attached to the monitor, and wait long enough (30+ seconds) to be able to enter my PIN and log in to Windows, the monitor still never wakes up.
I made sure that the GPU is in the highest possible PCI bus 1, device 0, function 0, in case that affects priority/recognition.
All drivers/software (GPU, CPU, BIOS) are updated.

Once the PC is on, the GPU shows up in BIOS, Devices, the AMD settings are available, it's basically recognized everywhere I check. And once I unplug the native graphics cable, the GPU takes over and everything is great, even if I put the PC to sleep and wake it back up, which doesn't make much sense to me; the monitor is in sleep mode either way, and the machine just runs Windows, what's the difference?
After the GPU has taken over, I have 0 issues with anything at all; I can run Steam and play whatever games just fine, with my SSD making everything very smooth and quick, so I know that all my hardware works and isn't faulty, and have verified that everything is plugged in well (it wouldn't run so well if anything was half-plugged in.)

The answer might very well be the monitor, as I tested the PC on a 720p TV I use for work purposes and it showed the entire boot up and Windows log in process. The monitor has also had issues with blacking out while utilizing Free/V-sync, so I think I'll be returning it
