I am trying to wrap my head around this memory.. 7th generation Intel CPU utilizes 2133 MHZ memory.. When I buy this memory, its factory set to 2133 MHZ.
My goal is to have the fastest possible memory for the least cost..
My questions are..

1) If all 7th generation DDR4 memory is exactly the same, do these pieces of ram have a speed controller chip placed on the ram stick, that boosts the memory to the desired MHZ rating?
2) How does over clocking software work? does it bypass this controller chip?
3) Could I purchase a lower MHZ rated memory set.. say a 3200 MHZ, OC them to 3733?

Solution
2133mhz can be clocked at 2666mhz. But not at 3400mhz. Only high end rams can achive that.
I suggest to buy g skill ripjaws v 2400mhz. They can go far away like 3500mhz also.
And before overclocking.. You should have a good overclockable motherboard. If it is 7th gen only z270 chipset boards can overclock ram and cpu both. And overclocking controled not by any software. Motherboard bios it self controls overclocking. And overclocking working. When your motherboard provides some little extra voltage and it cause increase in its speed..
Only overclockable motherboards can do overclocking.
