Plugging in a certain second internal HDD (SATA) significantly slows down computer.

There is a certain 1 TB WD Green HDD that slows down my computer significantly when I plug it in. I say 'certain' because no other HDD does this. It increases my POST time from ~1 second to 30-40 seconds, and my boot time from ~5 seconds to about a minute (for a total boot time of almost 2 minutes including POST). It doesn't affect loading time of applications, but it does slow down certain OS functions like when I try calling programs from within CMD.

The OS is stored on my SSD so I have no idea why plugging in a separate SATA disk affects the speed of information stored on the SSD. The HDD itself has been zeroed and formatted with NTFS. Any ideas?
