Internet cutting out on an interval

I will give a short version and a long version for your convenience.

In short, my internet is intermittently cutting out for a very short time (Like 2-5 seconds) every 2 or 3 minutes or so. This is only happening on my computer and I cannot recreate the issue on a phone or even on a laptop being plugged into the same router port and all. I tried completely wiping the computer, when that didn't work I installed a pci network card and still nothing changed.

The long version: This problem is manifesting usually on a picture/meme site or video sites. Take for example on youtube. The page would load fine but then the video would seemingly buffer endlessly, no progress being made. And on picture sites everything would load except the main picture. This happens every so often, about every 2-3 minutes while I'm randomly browsing. More of this has happened while in the middle of streaming and trying to launch games from a client. Although I have yet to notice any big lag spikes while in-game. But this could be due to the shortness of the interruption. In short, I mean to say the connection doesnt seem to interupt very often once it is established. I have done everything I could think of to troubleshoot this issue. From wiping my windows install clean, reinstalling drivers, then resulting to buying a pci network card. I can confirm that only the home computer is having the issue and no other devices. I have even tried the laptop with wifi turned off, plugged into the router the same way. I have tested the cables specifically between my modem and router and computer. I am considering getting another modem/router but see no possible way it could be those causing the issue when its only this one computer giving me issues.

Another thing that comes to mind is that my power supply is old, but I don't see how it could cause this kind of issue. ANY sort of suggestions would be greatly appreciated.

I could also use any recommendations on network monitoring software, in case it could give me a hint on what's going on more accurately. For example maybe my disconnects are on a perfectly timed interval. Or I could test the laptop in the house more efficiently for problems.

The short answer is dont worry about it.

IP Version 6 is not generally used at all in a home environment, everything still uses IPV4.
However lots of things have IPV6 enabled for compatibility and future proofing sake. including windows..
Sometimes the implementation can cause issues despite just ditting unused most of the time..

If it fixes the problem than great...
Try alternative DNS servers (suggest 1.1.1.1 and 1.0.0.1) first.

Run this and once completed, click 'test results' and see the latency and bufferbloat results - https://sourceforge.net/speedtest/

For network monitoring, I suggest a broadband quality monitor (WAN ping has to be enabled). If in the UK, suggest ThinkBroadband, or F8lure (not sure if these services work effectively internationally). Their graphs will spot regular drops in connection or rises in connection latency.

It would be a good idea to set a continual ping away to your router and see if this drops when your connection seems to.

Within your network adapter options you may wish to disable unused protocols like IPV6.

Static ip speed and duplex may be a good idea too.

Are you running any antivirus or firewall software that could be interfering...
Browser plugins?

If you run in safe mode with networking do you still get the issues while browsing the internet?

The DNS server changing isn't having an effect. This also requires a postal code it seems, and all the postal codes I try don't work.

I'm trying the pinging the router option and strangely nothing unusual is happening. The only special software that could possibly causing the issue is adblock but even so I can reproduce it with adblock turned off. I will try the safemode idea and get back to you though. That will be interesting to test.

Its hard to say since this problem doesn't happen all that often... but it seems like disabling ipv6 has worked? So I don't understand what that means. Anybody know?
