Frame rate problem

I have Ryzen 5 1600 (stock / non-overclocked), 16 GB of DDR4 & GTX 1070 (stock / non-overclocked) and for example in GTA V on 1080p & max settings I'm getting only about 30-70 fps, about 60 fps on average and probably 70 fps max. When I lower something like anti-aliasing to 2x I can get about 50-90, but it's still not enough, isn't it? This is happening in many other games = I'm not getting as much fps as I should get and my friends are getting more fps than me with GTX 1060s and RX 580s. So what could be the problem? Thanks!

Then it seems that the system is performing as it should be, at least CPU and GPU-wise. While playing a game, high GPU usage is considered ideal, and 99% GPU load means you are getting the best performance the PC can deliver without upgrading the GPU.

Are you sure the FPS numbers you are reporting are accurate? Maybe try measuring the FPS with a different software...

I have enabled some profile so it should run at 2933MHz.

Ryzen 5 1600 is a good processor but there could be a compatibility issue with high-end GPU such as 1070 although it could perform well with 1070 it depends on the compatibility of your drivers. My suggestion would be to do a clean installation of your graphics drivers and check if you are experiencing similar issues again or not.
