1) What are your system specs (CPU, RAM, GPU, motherboard, etc.)?
2) What are you using to measure the FPS, & have you tried other tools (i.e. MSI Afterburner)?
3) When you say it has FPS 1, do you mean that the screen is almost completely frozen, or that it's playing but your measuring tool is only registering 1FPS?
Unless a) your screen truly looks frozen, or b) your system has really, really low specs, I'm betting that whatever tool you're using to measure your FPS is at fault here.
