Solution
Yes it is.

15a. Should I be able to install Linux on the computer.
15a. YES. There exist cheap laptops that EFI is locked down in secure mode so that Windows is the only OS that is allowed to boot.
15b. Why is this important to me - I'm just a MS fan boy that doesn't care (just to point this out, no offence).
15b. Because if you need to e.g. copy files or restore a broken computer you (or some friend of you) will be able to boot a Linux live-cd and can recover files and even be able to fix the problem.
15c. Still not convinced (have being offered some recovery tool that takes care of this issue from laptop provider) that I need to have a computer that can boot Linux.
15c. If you buy a very expensive computer, it probably will live...

15c. If you buy a very expensive computer, it probably will live longer than the life span of W10. There is not guaranteed that MS next OS will support your laptop, or there can be other reasons why you don't want to upgrade to next OS from MS.

16. I would like the laptop to last longer than 5 years if handle with care. How can I avoid wasting money on a computer that last short?
16. Hard to say, because that answer doesn't exist for a new released model but more expensive models tend to last longer.

For 16 I can add this experience: I achieved a very cheap Acer laptop from 2009 that did not work, probably due to heat issues. So when I opened up I found that the method to press the combined CPU/GPU cooler in contact to GPU surface was simply to use a little rubber pillow, and after years of use - that pillow has being stiffer and was therefore not capable to push the cooler unit towart GPU.
That is one example on a very cheap solution that won't last very many years. Pillows can easilly be replaced, but it may be too late then if GPU is damaged by heat.
