i7 7700hq core speed?

so I have a xps 15 laptop that has a an i7 7700hq and I have noted that the processor feels somewhat sluggish occasionally. I checked cpuz and these are the results that it gave me

the processor is a 2.8 ghz and I was just wondering if this normal

Yes. Core clock of 2.8 GHz and boost of 3.4 GHz.

Sluggish how? Opening things that are on SSD, or on conventional (i.e., slow) spinning drives?

Or sluggish on gaming frame rates? (what GPU?)

im sorry i barely know anything about computers and stuff.. shouldnt it be 2.8 ghz? i tested when plugged in and processor min and max both 100 and still capped at 800

Press Windows key + S or open the search bar in windows tab, write "Power options" and click on it. On High performance plan on the right click Change plan settings. On the left below the brightness setting click "Change advanced power settings". Scroll down and find "Processor power management". Click the + and on Minimum processor rate plugged in set 100% and on Maximum processor rate set 100% plugged in. Use High performance plan.
