New Rig Won't Turn On, No Fans, No Post Code, Nothing... Please Help!

Ive recently built my new rig. In its current shape, there is no cpu cooler, no boot drive, and no gpu. (Waiting on my cpu cooler to arrive before transfering over my stuff from my old pc. Anyway, I will plug my pc into my wall outlet, and flip the power switch, and all i get is my white led ram that flashes on and off. It also makes a slight audible whine sound. No fans, no post code, nothing.

I would really like to know what the issue is, due to the fact that ive spent quite a bit of money on the system already.

Specs:
Ryzen 5 1600x
Gigabyte aorus ax370 gaming k7
16gb (2x8) corsair white led ram @ 3000mhz
Corsair h150i rgb (not installed)
Zotac gtx 1060 6gb amp edition (not installed)
Thermaltake 750w bronze cert psu (bought approx 4 hours prior to posting this)
250gb samsung 850 evo (not installed)
2tb seagate firecuda hybrid drive(not installed)

Solution
First of all, you should not turn your PC on without a CPU cooler in place. It will overheat in a matter of a couple seconds.

Secondary issue, some motherboards won't boot properly without a CPU fan plugged in.

Fully agree with volkgren - you should not try, and it should not work this way! In fact, worse that suggested, some mobos do protect the CPU by refusing to start up with no CPU cooling fan speed signal coming i, but some do NOT do this and they CAN allow you to damage an uncooled CPU.

One other thing yo did not mention. You "flip the power switch" (I presume on the PSU), but you did NOT mention whether you had connected the case's front panel Power Switch cable to the mobo's Front Panel header so you can use the push-button On / Off switch to start up. Without that switch function, power from the PSU to the mobo alone will NOT initiate a start-up.
