Running Witcher 3: Hardware inquiries and problems

Confusion on Recommended settings and my rig:

Hi, so i have a question and am obviously confused quite a bit xD

I am playing Witcher 3 on an unstable 60 (ranges from 50-60) on low graphic and post processing settings with 1920x1080 resolution. I have checked for the recommended settings and found this:

CPU: Intel CPU Core i7 3770 3.4 GHz / AMD CPU AMD FX-8350 4 GHz
CPU SPEED: Info
RAM: 8 GB
OS: 64-bit Windows 7 or 64-bit Windows 8 (8.1)
VIDEO CARD: Nvidia GPU GeForce GTX 770 / AMD GPU Radeon R9 290
FREE DISK SPACE: 40 GB

My rig:
Intel i5 skylake 6600 3.3GHz
8GB RAM DDR4
GIGABYTE GTX 960 4GB OC Edition
Normal HDD

Comparing the hardware, I should be able to at least run this on Medium with stable 60fps if im not mistaken. So any tips on how i can improve the frames or figure out if its hardware or heat would be awesome.

Note: Your computer does not meet the recommended specs for the game, however, it does meet the minimum.

- The GTX 770 is more powerful than the GTX 960. The margin is about 20%, which is a lot when considering hardware.

- Your CPU is above the recommended requirements by about 5%, suggesting that your GPU is the main weak point.

Depending on your PSU, you should try to upgrade the GPU to a 770 or higher.
