PC boot loop problem

After 10 months of using my PC without problems, I decided to dust it off, I carefully opened the case, removed the RAM, GPU and Cooler of CPU (didn't touch the cpu at all) after i carefully cleaned the dust I've put it all back how it was and connected how it was and now my PC won't turn on, it runs for a second or two, sometimes for a minute and turns off and loops like that by itself, after trying some stuff like removing the gpu, clearing cmos battery and reseating RAm and using only one RAM, I could access BIOS and checked my CPU for overheats and it wasn't overheating (40C). Now without gpu and only one ram, my pc turns on, starts booting into windows 10, it says 'preparing automatic repair' and turns off after few second abd starts repeating like that in a loop boot like before.
Any help is appreciated, I am in a hurry I really need to fix this asap due to my work projects..
PC Specs:
Motherboard ASRock H97M
2x8GB RAM, 1600mhz HyperX Fury and Savage
i3 4170, 3,7ghz
Nvidia GT 1030
Don't know the name of the PSU but it's a 650W one.
