hi so i have 8gigs of ram in my secondary pc and an i3 3210 .. the cpu is intensely bottlenecking my gtx 1060 3gb ... but today i played ROTR and saw 8gb is not enough for ultra .. although my cpu bottlenecks my gpu ... soo should i like upgrade my ram to 16gb first or change my cpu first btw buying i7 3770 (no K version as i couldnt find good deal on it) is 8gb enough ?

Not true anymore. Recent games (BF1, for example) use all cores they can take, and then some. 4 cores with HT or 6 cores without HT is slowly but surely becoming the requirement if you play latest games. Otherwise, you will have a 100% usage on CPU all the time 
As someone said, you need to upgrade CPU for current titles. A third generation i3 has 2 cores, 4 threads, not 4 real cores. So, current games like BF1, WD2, AC Origins, etc, use that much power. If you can get that i7, then don't waste it, but a i5 would do.
8GB of ram is plenty these days, I can't see any game using more than that, unless your system has it. Keep in mind that use of ram is kind relatively.
