1. I have an GTX 970 and i want to know if my boost clock scales with GPU clock.
By default (according to GPU-z) my GPU clock is 1114MHz and my boost clock is 1253MHz
http://prntscr.com/jm1xkd

But i have my GPU clock speed overclocked to 1300MHz and its showing that my boost clock is now 1439MHz.
So do they scale with each-other and should i disable it (if you can) as it might bring my clock speed to high?

2. I use MSi afterburner to overclock my 970.http://prntscr.com/jm1z4q. on GPU-Z it shows my memory speed to be 1953MHz. do i need to devide that by 2 and they * by 8 to get my actual memory clock speed? which would give me 7812?

3.Is my overclock on my 970 safe? as in, have i pushed it too high?

4. So in theory if i'm correct my gpu speed is:
Core clock:1439 (because of GPU boost)
Memory clock: 7,812
?
Sorry if this sounds complected.

Solution
You can destroy your card only by pushing too much voltage and 90*C+ constantly over the years, not core clock or memory clock, only voltage and temperature.

If the Core clock and memory clock are higher than the card can be stable at, it will either crash or go crazy with colors but mostly crash.

GPU boost clock i think it only works under 60*C at full potential, for example every 5*C+ that goes higher the core clock goes down (not quite sure about numbers here that is just an example).
